Let me try to help with some hints.
Germany provides supports for international students in different, ranging from tuition-free study programs, monthly stipends, scholarships to fully funded PhD programs.
I am not sure if there is any database that specifies scholarship for undergraduates, you’d have to check the different programs/organizations/websites and find out which one has a package for you.
Keep in mind that the process is time consuming from the beginning and would need as much focus as possible.
Here are some places to start your search from
1. DeutschlandStipendium National Scholarship Programme: They, Germany Scholarship Program, provide
provides financial and non-material supports well committed and high grade students globally to study in Germany. Scholars can expect a monthly financial support of about 300 EUR for at least one year (2 semesters). It is possible to extend the cover until the end of the study program, the scholar would of course be expected to keep their grades up all through their studies.

2. DAAD scholarship programs: DAAD, the German Academic Exchange Service, provides the most comprehensive source of information for people who want to study in Germany – ranging from tuition-free programs, language of the study programs, cost of living in Germany to different scholarships available for international students.
DAAD in cooperation with German higher institutions is promoting international academic relations, primarily through the exchange of students, academicians and researchers. Scholarship is provided for all fields of study and at all level – Bachelor, Master, PhD and even post graduates. For some reasons, DAAD seem to promote programs related to community/global development, especially in developing countries. So you can expect programs like Development-related Courses, Public Policy & Good Governance, Sustainable Growth for development etc, as commonly sponsored by DAAD.
